Faerie Race
This addon adds in a Faerie, or Fey, race into ToME. This addon was originally created by Kaballah, but he hasn't been online in over a year.
Instead of letting it die (I mean, how could we not be able to play as a Faerie?) I decided to fork it over into a playable form.
I've taken it, modified it's values, and changed it's 4th talent.
You can nab it here.
Includes partial integration with Marson's AWOL addon.
While it is highly recommended you grab it anyway, because it's amazing for those few glitched out enemies, the integration should take care of any issues that arrise for Clones and Shadows.

The Fey are an incredibly quick and agile race, however they are incredibly fragile.
You will have to make use of their blinding speed to survive encounters.
If you find yourself in trouble, you can spray some Fey Dust onto nearby enemies while you escape.
Fey stats:
-2 Strength, -5 Constitution, +3 Dexterity, +3 Cunning, +6 Luck,
Life per level: 7
Experience bonus: 5%
Unbreathing
Fey skills:

--The Fey are capable of flight.
--Avoid certain traps
--Grants bonus Movespeed and Defense, that scales with Dexterity or Magic
--Effect grows if health is low
--Pretty magical wings

--Grants Luck and Saves
--If you take more than 10% of your life in damage, some of the damage is nullified, and you gain a shield of equal value.

-Fey Speed

--The Fey are always fleet-footed, and are ready to split upon a moment's notice
--Grants bonus Global Speed that scales with Dexterity or Magic
--Effect grows if health is low when activated
--Removes all Pinning effects
-Fey Dust
--Active
--The Fey's Dust, while pretty, turns out to not feel good when thrown into eyes
--Sprays a cone of Fey Dust, which deals damage that scales with Dexterity or Magic
--The spray also knocks back and blinds enemies hit
--It can also stun or confuse, if used at low health

Faerie V 1.4 - Added Alternate Magic Scaling

Their 1st, 3rd, and 4th racials can now scale with Magic.
The scaling on it, however, is lower than for Dexterity, so it may take some investment before seeing it take effect.
The game will always use the highest value total between the two, not just the higher stat.

The text lists them getting +0 magic, but they seem to get +3 magic.
You could push their Str down to -3 if you want, but any lower than that and you'll muck up certain class choices.
-5 Con is much more reasonable than -9 Con.

My bad. That was from an early draft of stat bonuses and stuff, and I had forgotten to remove it.

Faerie V 2.0 - New Scaling | Inverse Health Scaling

Updated scaling across the board, it should feel better early, and not skyrocket with talent point investment.
Many of their Racials now gain bonus effects at low health.
Flight changed into a passive, in order for me to do some more complicated stuff with it.
Wings are retained.
Fey Luck now, at talent level 3 or higher, has a chance of making projectiles aimed at you instead hit a nearby tile.

Life rating increased to 7.
Being nature born, they can no longer be a Defiler class.
Scaling hit across the board.
Opening area boss now drops a shiny, and has had her ai changed.
Flight-
Defense Bonus greatly lowered.
Fey Luck-
Removed misdirection passive.
Fey Speed-
Duration no longer scales with talent levels.
Slightly higher base speed.
Cooldown lowered.
Fey Dust-
All debuffs will now use the higher between Spellpower or Accuracy to determine if it will hit, checking against Physical Save.

Small update, made Guardian's Bell not drop from other bosses.

Interesting twist would be to scale bonuses off absolute health, not relative. This would encourage playstyles that rely on things other than hp for survival.

A soft-cap on the value given could be plausable, but i'd prefer to not have a straight up flat value, mainly because a % value will scale more comfortably with the Player as they level. (See: Daunting Presence)
A flat value would also serve to make health items... not good, and would shove the player more towards just using Unstoppable and Heroism infusions to gain full effects.
While I would enjoy offering an alternative to Health for survival, I'd either need some form of innate defense added to them, and I have not the slightest idea of how to offer that, without straight up ripping off the Ghoul's passive.

A popular mechanic seems to be: "when you lose x% of your health, gain a timed effect buff".
A Halfling and Shalore racial buff both work sorta like that.
Alternately, use the Untouchable's mechanic: when your health drops by 20% or more in a round, you have an x% chance to gain a timed effect buff.
