I think that there is an extra divide by 100 in the item identity for the suffix `of ruin`. I may be wrong, of course, but it does seem ridiculously small.

{) flaming dwarven-steel greatsword of ruin (39-62.4 power, 2 apr)

39 Power [Range 1.60] (+120% Strength), 0 Attack, 2 Armor Penetration, Crit 3%
Damage type: physical
Damage on strike(melee): 18 fire.
When wielded/worn:
Attack 0, Armor Penetration 6, Physical Crit 8%, Physical power 0
Increases stats: 5 Strength.
Increases critical damage modifier: +0.13%.
Physical Crit 8%

There were some issues a while back with x100 multipliers being on some formulas and not in others and some items/egos got lost in there.
/data/general/objects/egos line 239
