Why can undead use infusions?

The first time I played an undead (a ghoul), as I saw that I only started with runes instead of infusions like other characters, I assumed that undeads couldn't use infusions. This assumption also stemmed from me believing that undeads couldn't use potions, although I never played undead in the old versions. This made for an interesting, although quite hard, game where the shielding rune was pretty much essential, and healing abilities (I was playing a Cursed) were quite important too.

So my question is: are undead meant to be able to use infusion, or is it an oversight?

If it is the later, that would make the Retch talents of Ghouls actually quite useful for classes who don't have any other healing abilities.

Undead can use infusions, but start with runes only. I believe this is to reflect their magical rather than natural origin.

One thing that's extremely NOT obvious is that undead can use their runes while in the starter dungeon without losing their chance at antimagic.

... I never would have assumed that undead cannot do anything that living races can do other than the BoL because that clearly shows that you need to be alive for blood to do anything for you.

Using a rune before STARTING the antimagic quest is allowed for everyone, isn't it? It's just during the 10-level interval that you're restricted.
