[beta 18] talents dont check base stats

Not sure if this is a bug, but it sure seems exploitable. Talents do not check your base stats for the requirements, only current. Example is the arcane blade I am on. Base constitution is 16, modified it is 24. Before putting on gear that boosted it to 24 Icould not train in the "health" talent. Now after getting 24 modded consitution, I can.

If this is changed then there needs to be some way of seeing your base stats in the game. I think you can see them on level-up stat distribution, but having them visible in the character sheet would be more useful.
