Congeal Time increasing speed

I believe congeal time is increasing speed.

I copied the code for a chronomancy spell I made and congeal is passing a negative to the slow timed effect which is {mod=-eff.power})

In other words, we're passing a negative to a negative, creating a positive effect.

At least, stdout gave me this back from my -10% slow
