Vestments of the Conclave?

I'm not sure if this is a bug or just a really underwhelming artifact, but are the Vestments of the Conclave supposed to be (0,0) 3magic/10%arcane/3%spell crit even if you're a human (Cornac)?

A quick search showed it was 'fixed' in b15 or so, but I think that was referring to how it ate armor.

The additional stats do not show up in the description for humans but they should correctyl apply still

Hrm, maybe then the additional stats could be just plain written in the item's description?
