Available for sale in a shop for 500 Au. No idea if it worth it. The stat increases are easy to understand, but what does adding .1 to a Talent Mastery actually do? Is it just the multiplier on the number of Talent Point in a Talent?
So... Worth spending all but 15.12 of my Au on it? Of... I am a Dwarf Warriror

Talent mastery improves effective talent level. So a talent mastery of .7 means your two talent points actually equal 1.4 talent points. A talent mastery of 1.3 means your two talent points actually equal 2.6.
Not every talent works off effective talent level though, some work off raw talent level (in which case mastery means nothing.)

The 0.1 bonus means that your talent mastery raises e.g. from 1.3 to 1.4. This increases the effective level of most talents: In a category with a mastery of 1.3, one talent point gives you a level of 1.4 instead of 1.3, 5 points a level of 7.0 instead of 6.5, 10 points a level of 14.0 instead of 13.0.
The Ring of the Warmaster is not really useful early in the game, since only a few talent points were spent (it is probably better to buy an onyx ring), but in the middle and late game it may be an alternative to other rings.
