Could this talent be expanded so a character can imbue any item? Or rather, he can imbue more types of items as he increases in skill? Say:
Level 1 - body armor only
Level 2 - any sorts of armor (including shields, leggings, gloves, helms, belts, etc.)
Level 3 - all armor and weapons (except staffs)
Level 4 - armor, weapons, rings and amulets
Level 5 - armor, weapons, rings, amulets, and staffs
Right now it borders on the useless...

right now it's (at default), a skill that gives you +1 to all stats per generic skill point after a bit of juggling, which isn't bad at all.
of course, you can use it for other things as well - 2% resist all per skill point, or 2% damage all per skill point or whatever - the +1 to all stats is simply the most popular and obvious value.
Oh, and you get the benefits for your golem, too - and it doesn't have to be the same benefit.
Put in perspective, your version would allow someone to get resist 50% all (10% each for two rings, amulet, staff, and armor) off of 5 generic skill points - as well as a 20% resist all on the golem (weapon and armor). That's a bit much.

That would be very simple to fix - allow Imbue Item on only enchanted (non-magical) items.

That still wouldn't' fix anything. Having 10% resist all on a vanilla piece of kit is more often than not better than most egos that can effect it. IF it were to change, I would say at the maximum it should only allow the player to imbue body armor, rings, and amulets. I do like the talent as it is, but I also agree some very slight alterations might prove useful - but your route is tragic to balance and game play.

...and since unenchanted rings can already be made gem-based (at the cost of some cash), that would (if you limited it to only unenchanted items) only open up enchanting unenchanted amulets, which would make that version actually *worse* than what we have now. No. No, the way it currently is is better. It's a bit limited in scope, sure, but it's fair value for the points pretty much any way you look at it.
If the feeling was that it was a bit underpowered, and needed something of a boost, then it might be valid to have it affect body armors (of all kinds), unenchanted rings, and unenchanted amulets. That would give you the current abilities. It would also save you some money at the ring store, and make certain varieties of gemstone ring available sooner (since you wouldn't require a tier 5 ring to put a tier 5 stone on - unless that was included as a limitation, in which case it just saves you some gold). It would give you the ability to use your amulet slto to hold a gem, which would be a moderate power upgrade. It would be non-game-breaking... but I don't think it needs a buff, however reasonable.

i think unenchanted amulets need to be either imbue-able by some means or removed from the game. as it stands they are pure junk.

They're reasonably efficient as vendor trash, but it would be nice to have them be imbuable by some means or other.
