Also the argument that it discourages new players is actually wrong: new players discover something really useful although not 100% necessary (at that time) early in the game, and get a feeling of success. Also new players will return to town more often to ID and sell their stuff, and thus be better prepared for their first boss battle - they get a little more xp and a few more levels under their belt.
Experienced players are a bit bored by the Trollshaws, and just dive down to get to Bill (going back is no longer necessary as he dropps the rod of recall in SVN now). They need to get down there as Bill as a boss gives the main chunk of xp to get to level 6-7. The drops in this dungeon are either not worth to carry for their encumbrance, or obvious to the experienced player - noone would leave yellow boots just lie in the 'shaws.
I think its nice as it is - some really useful accomplishment early in the game.
