teleport angolwen timing out on fail

Teleport Angolwen is timing out even when the spell doesn't cast (turned out to be a white mouse in sight). 900 turns is a long time to wait after a spell doesn't cast!

On a related note, with the casting time 50 turns, is there any need for timeout whatsoever? (same applies to rod of recall)
