Some talent have a behavior that depends on levels adjusted by the talent tree multiplier (effective levels), while others just use the unmultiplied talent level (raw levels). All if this is quite confusing as the talent description always only indicates "level" without any precision.
I think that these points should be clarified, and that a clear distinction should be made in the descriptions.
I suggest to use
- Talent rank to describe the raw talent level (the invested talent points)
- Talent level to describe the effective level (rank * TalentTreeMultiplier)
This would clarify all the descriptions. "At rank 4, bla bla... and at level 6 bla bla...".

I think I'd prefer more obvious terms like "base" and "adjusted", since the latter can include adjustments from many sources.
Even better would be if everything just used the adjusted level.

I agree that this would be clearer. The problem is that is you use "level" qualified by anything, the descriptions will be so awkward that they will always end up by using the unqualified term and you will have to dig the source code to see if it is the base or adjusted level that unlocks some functionnality.
That is why I suggest to use different terms. Maybe the couple "rank and level" is not the best. Others can be considered. "skill and level" ? "level and effectiveness" ?
In either case, I think a set of terms should selected and used consistently allover the game.
