Tempest cloud effect lost after exiting Bree

I haven't confirmed this with a second character, but after exiting and re-entering Bree the dark effect is gone although the lightning persists.

I confirm this. Even if the quest isn't finished, the weather becomes clear once you leave Bree, but the elementals still there.
