Decouple the talent use menu from the hotkey menu

A dialogue box just for managing your hotkeys would be useful. Currently, it's not obvious that you can assign all 'u'sable items to the hotkeys, and there's no way to remove a hotkey. A centralized dialogue box would be great for this.

hit [ESC] and then look at keybinds, you can adjust hotkeys from there.

you can't see what is tied to them though from there.
