Demi- and archliches carry tomes, rods, and rod tips. You can find plenty of both at the bottom of the Paths of the Dead. You can also get killed if you aren't prepared.

As AnonymousHero said, you can find Scrolls of Artifact Creation in dungeon markets, the deeper the better. However, if you are going to loot markets you would be better off looting speed ring shops.
