Apparently my copy of ToME is super cursed. The last couple years I would get horrific lag spikes that made the game largely impossible to play (documented here viewtopic.php?t=50709, never resolved). Decided to try to play again after a while and now it throws me Lua errors when I click New Game. Very sad.
Not 100% sure, but that error typically means that it tried to load the ORCS dlc twice.
The location of the DLC mods was changed a while ago, and for some people they end up with a copy of the files in both locations, and the engine tries to load both.
Easiest solution is to delete the entire install and reinstall it.

I actually did uninstall and reinstall (using the Steam client) and I'm still getting the bork. Going to try again real quick, but I don't expect success this time.
I guess it could be corrupted. Try deleting the orcs dlc file and have the engine download a fresh one?
I don't trust uninstallation of anything to actually remove bad files.
And we likely need to try removing the world.teaa file as well. This is located in your documents folder instead.

Well, I found it (though it was world.teaw, curiously), and just for the hell of it I deleted it. Did not help, still getting the horrible lag spikes. I feel like I need to just nuke every aspect of the game from orbit at this point, nothing seems to work. I miss ToME
