I suspect that's system-dependent (mainly because I suspect it's a buffer overflow in the engine's internal zip file handling); in my experience, it started crapping out somewhere in the mid to upper nineties. Note, though, that in my experience:

• Addons for all modules count toward this limit, even boot module addons.
• Addons count toward this limit whether or not they're enabled for a given character.
• Addons expanded out in directory form rather than zipped up as a .teaa file apparently don't count toward this limit (which is why I suspect the zip handling). Which is a relief for me, considering the number of addons I'm maintaining…

Banning bees from getting like Rogue/Berserker/Whatever else you can add to make them instantly delete characters is an extremely sober idea, tbh. The Old Forest occasionally just up and ends runs at higher difficulties with physical damage turbobees. Turbees?
