[1.7.4] Frenzy and Sun Ray faulty interaction

The Drem ability Frenzy should let Sun Ray take no CoolDown the first time it is cast, but does not. The likely reason is there exists a way to make Sun Ray take no turns to cast later on in its tree on a conditional, and Frenzy doesn't work on instant-speed spells, but if you're using it without that other ability's occasional proc active, it is a full-turn spell and should be subject to Frenzy.

This was done on a Wanderer, not a Sun Paladin, if it matters. Seed 42936075-8qzFoecxEejkhAjRFszSHQ== with all DLCs but only official add-ons.

I think this might actually be due to a deeper bug with Sun Ray, as it seems like the part of Sun's Vengeance that turns off the instant speed part of the spell when the buff expires isn't working. Possibly due to the new code that Avatar of a Distant Sun brings to the table, essentially once Sun's Vengeance has procced exactly once, the spell will forever be instant speed, although the damage buff seems to toggle properly.
This gets particularly hilarious is you can scrounge up enough spell CD reduction to give you 100% with Suncloak as you can pepper anything within range 8 to death at instant speed.

Are you sure, your Sun Paladin is not wearing Champoin's Will Sword?

That sword gives you the : amplify_sun_beam attribute while it's equipped,
so it makes Sun Beam instant.
