If you use the Necromancer talent Recall Minions while in the Fearscape, the minions will be pulled into the Fearscape zone as expected. However, when you exit Fearscape the minions will have a bugged clone in the zone you return to. This doesn't seem to have a major gameplay impact, but walking into the clone will cause you to swap places with the real minion at its current location and so forth. I didn't test with it extensively, but I've gotten Lua errors in the past from interacting with bugged clones, so I wouldn't be surprised if they started popping up under the right circumstances here.
I would expect the minions to be removed from the old zone when you use Recall Minions into Fearscape (or any other "side" zone), then return to the old zone when you exit the Fearscape.

I've run into the same problem, besides that the minions pulled into the fearscape are bugged, they do not act at all and I cannot give orders to them.
