The doomelf race is a bit of an odd race. It's at low life rating and some experience penalty at the moment. The total statboosts are similar to Shalore.
However, there is a problem here. Shalore, while having a higher experience penalty, have substantially better racials. Shalore get 2 heavy offensive buffs in the first two talents and the last talent not only provides cooldown reduction and buff increase, but also debuffs them quite nicely, providing a defensive benefit.
On the flipside, Doomelves get a highcooldown random damage increase in their special invisibility, a decent, if high cooldown phasedoor, as well as a low reduction on effect duration(which you want to cleanse anyway) and decent reduction on getting crit. The capstone is the flipside of the shalore effect, focussing on an enemy rather than the player. This is substantially worse than the alternative, as one usually faces multiple enemies and its effects are situational at best.
In effect, the race ends up similarly squishy as shalore, while being weaker on the offensive side.
I would suggest at least increasing its liferating somewhat to a 10 or 11 to compensate, as having a bad race that one needs to put this much effort into to even unlock feels a bit odd.

Re: Doomelf buff
i'd put Doomelf higher than Shalore myself.
Shalore racial barely do anything until level 24 or so, whereas Doomelf has an amazing escape starting at level 1.
Better early game is massively more important than better late game. They also have access to crit shrug which is one of the most important defensive stats.
Buffing Doomelf in any way would be insane and would put them from top tier race to best race very easily.

I write guides and make addons too now, apparently
You can go here for a compilation of everything I wrote, plus some other important stuff!
Includes general guides (inscriptions, zone, prodigies), and class guides (Demo, Anorithil, Bulwark, Zerker, Sblade)

Re: Doomelf buff
I agree with Cath; Doomelf is amazing. Haste of the Doomed is one of the best all-around racials in the game. Great escape since it can go around corners, or you can just use it once for the instant reposition or to get an out of phase bonus if you have the gear. Any build (well, unless you're anti-magic) can make effective use of it. The only other T1 racial with a comparable level of impact and adaptability is Drem's Frenzy.
Pitiless isn't as good as Timeless, but it's still quite good. Even if you don't have a lot of debuffs to extend, stripping enemies of positive effects has lots of uses.
Resilience of the Doomed is solid too, for the debuff duration reduction and crit shrug.
My experience and opinion is that Drem and Doomelf are the two best races overall, though Ogre has an argument for classes that use 1H weapons. Other than going AM as a Doomelf, you can't really go wrong picking Drem or Doomelf with pretty much any class. Of course, some other race+class combos are really good because of particular synergies, but it's hard to beat the tools and flexibility those two offer in the abstract.
