[1.7.b4] Targeted phase door and teleport broken

Both targeted phase door and teleport have broken target selection behaviour, they immediately fire off in what should be the "select a target to teleport" targeting portion, skipping "select a teleport location" and teleporting either the selected target, or the player if a ground location is targeted, totally at random.

I'll vouch to this. Specifically both the messages "select a target to teleport" and "select a place to teleport" show up but I only get a prompt for the first step.
