1.7b3 Some enemies with random weapon class have no mastery

During my test, I've seen a lot of rare/unique/boss enemies in high peak with a weapon class, but somehow their weapon damage are below 100! With a closer observation, I've found that they don't have mastery talent with their weapons. Weapon Mastery and Dagger Mastery are talents missed, but this may also happen to other talent masteries.
