Well, i was trying to buy cosmetic pack because i had some money leftover on steam account, so i tried to buy cosmetic pack but after the 'steam overlay will open' message, it just closes and payment refused message comes on, and i couldn't make it work.
steam was on, overlay on steam client and game property is on, internet on and no offline mode. and i don't think there is much else i can think of that'll stop the opening process.
