Galvanic Retributor bug

When you try attach Galvanic Retributor tinker to a shield with built-in on block effect it will fail to attach but will stack damage indefinitely.

This uh, still seems to be there today in the most recent build. I was trying (and being very confused) with a voratun galvanic retributor and just googled as it wouldn't equip to anything it seemed. I'm unsure what stops the equip, but the same effect happened. I looked over and my shield suddenly had 100 electric retaliation. It's like it applies the effect and fails to equip, so it doesn't remove the effect ever.

Repro:
Have Piercing Gaze
Have Galvanic Retributor
Attempt to equip one on the other. It will fail and add it's benefit to the shield.
