[1.6.4] Flame Jet mysteriously not affecting some enemies

I was trying to use Flamethrower at several rares in Norgos' Lair and it took a turn and ammo but nothing happened to them. No damage, no message about no damage. It killed some of the other enemies (a shadow) fine though.

Known bug/machanics, will be reworked, same for bolter's HWExpertise.
