Unable to hit self with own tlvl<5 distortion bolt

with tlvl 2.6 distortion bolt, if I target myself and then use it, the bolt goes off, putting it on cd, making the noise, costing the psi, and presumably also firing the bolt, but I don't take damage
this does not work as advertised by the level 5 description

all projectiles fired by player won't hurt him/herself since 1.6.0
npc can still hit themselves.
except Archmage's Flashfire because… I don't know why.
