Gen. Masteries disagree on different screens - CoE, others?

On the Cultist of Entropy, the unique generics for the class are listed as being at 1.3 mastery, and the effects of the talent are calculated as such on the talent selection screen. When you mouse over a talent on the hotbar, or when you look at the status e.g. Prophecy inflicts on an enemy, it shows 1.0 mastery and the effects are calculated as such. These cannot both be right.
