Time Warden cant get into angowlen

Is there a way to force the apprentice mage to spawn if he is telefragged by me or whatever happens when i spawn on world map?

It should be possible, but you will need debug mode active.
Open the lua console and type these lines:

game.player:hasQuest("mage-apprentice"):access_angolwen(game.player)

what does it mean when it says it will invalidate any save files loaded?

They will no longer be logged on your online profile.
