Why is it capped to 250%?
It's really hard to get it and it's not game breaking.

It's actually not that hard to reach if you gear for it, if you find it so it's possibly because you value other stats more.
I once managed to reach 210% heal mod before leaving the T1s! (I tried to see how much i could stack and invested in con, though)
And it's a really powerful stat so the cap makes sense imo.

It can be a powerful stat playing in normal difficult, but in insane or madness it's not so easy choose between 35% heal mode or whatever

no matter which difficulty, I almost always wear the Girdle of calm waters till endgame, when I get some randart belt with 20+mod and more stats.
When there's item with 35+ healmod and i'm on 100% stun/confusion resistances, I would prefer it over almost everything (exceptions are items that boost your damage very high, like Maslek's hat and Crimson robe for doomed, etc.)

With a good regeneration infusion you could full heal every turn for 7 turns. And Healing infusions fully healing you instantly without taking a turn. Healing light, ditto. Plus all the other healing methods from items and skills. Might not be game breaking, but pretty darn OP!
