Is Solipsism/Dismissal rolled before or after Resonance?

So if I understand correctly, Dismissal cuts damage from weak attacks, but does nothing against strong attacks.

My question is, does Dismissal get rolled before or after other forms of damage reduction, like Antimagic Shield, Resonance Field, Armor, and Solipsism?

For example, if I have Antimagic Shield + Dismissal, and Dismissal gets rolled first, then it's worthless because its chances of succeeding are low. But if Dismissal is triggered afterwards, it's great, because the damage reduction is boosting Dismissal's success rates.

Looking at the chat log I'm tempted to say Dismissal is triggered before, which would make it garbage, but I want to know for sure.

Dismissal rolls after shields of all varieties, so it does combo well with Antimagic shield. (And armor and resistances.)

It kicks in before damage is split and reduced by solipsism, though.

Then maybe I'm missing something about how rolls work. I've been seeing Dismissal failing to trigger in lots of cases where it seems it should. It's my understanding that when rolling, if your rating is 20 points higher than your opponent's, you succeed 100% of the time, yet I've seen that fail to happen for Dismissal.

For example, I have 67 mental save, and I get 74% of that to my Dismissal, which makes 49.58 Dismissal save.

I took a hit that worked out as follows:

Skeleton Archer's Shoot hit Yik for (38 resonance), 15 to psi, 15 physical, (6 antimagic), 0 acid, (12 antimagic), 0 fire (30 total damage).

My Dismissal rating was 20 points higher than the incoming damage, so why didn't Dismissal trigger?

The physical hit you took was more than 30. Solipsism reduces damage taken to psi so the actual hit was probably 40-50 and in the range dismissal can miss.

Resonance does roll after dismissal, because it also rolls after feedback gain. I think that's as designed and won't change.
