Lately, I've been killed most often by rares with psionic abilities. I run into things with damage shields and regen that exceeds my damage output, and fail to get away. Psycoportation tends to land me in bad places because I don't run fast enough, (same with teleport and phase door). When I do get to a safe place, that enemy likes to hunt me down or show up later when I'm dealing with something else, so when that happens, should I just run for the exit and skip the rest of that map level?
Lots of guides talk about movement infusions, and it makes sense, but my problem isn't being stunned-the builds I make can deal with that well enough for the difficulty levels I play on, it's they keep coming back and I can't break the defense well enough or do enough damage to deal with them.
Would like to know how you would handle this with an archmage, a rogue, and an archer. Those are the classes I'm playing the most-though I should probably pick one and get good enough with it to win a game before I mess with a different class.

Do enemies you've already met get scaled up (to the maximum for that area) when you reenter the area later?

What difficulty are you playing on? And how are you building your chars? Except in the very early levels, those rares shouldn't be too much of a problem unless you are playing on Insane, or Madness, or taking on a zone you aren't ready for yet.
If you can get an item that summons things, put those in front of you and the rare will waste their cooldowns on it. Also get items that cause status debuffs. Torment, curse, gloom chance, blind - all very useful. And if you can get a stun or confuse on them to start the fight that makes it much easier.
In the early game make sure to visit every city to get a tier 2 or 3 weapon, and some physical resist torques.
As Archmage or Archer, try to get high vision range with a good lantern (or playing Higher with their passive) so you can see those rares far away, then use your long range abilities to nuke them down before they can start attacking you. If all your stuff is on cooldown and you're getting hurt, port away to heal and get cooldowns back, then go right back to the rare to finish them off, rinse and repeat.

Getting a Randboss from a chest can be a "come back later" scenario.

Archmage should have at least two beams early-mid by floating points. Just spam those and nothing should live unless you're like doing the Maze at level 9 or something. Archer you just spam attacks I guess? It has very high damage so I can't imagine many enemies other than Runed or Eternal Bone Giants that could be a problem for Archers. Rogues are basically screwed against strong enemies that are immune to poison (because daggers suck), just come back later.
