Look at that "What would happen if more of ureslak's remains were reunited!"
its veeeery fascinating word but sadly even though I completed the set it's effect isnt so impressive as i thought..

is there anyone who knows how to use this set times correctly? I want to belive there is something more cool

Yeah, the set bonus is -1 equilibrium per turn and +15% arcane res and arcane res cap on the cloak, everything else is base.
The effect is like an activable premonition.

It only scales with magic because OP is playing a Temporal Warden. It's normal just 100% strength based.
