is there anywhere that have a guide about all what all the tinkers does? It's kinda difficult to make an considered choice when buying Schematics when you don't know what they do.

Probably goes without saying, but try them all out with your first tinker character so you'll know what the good ones are and how to use them for next batch of characters.
And if one of your characters can make an artifact they can't or won't use, you can vault it. Or at least you could, I don't know if they changed that.
