The description of resilient bones indicates that it reduces the duration of incoming negative effects. At talent level 5 there is a 44% reduction.
Inspecting an enemy for the duration of a disabling effect and comparing it to the applied duration reveals that they are the same.

I can't seem to reproduce the bug any more in my latest tests.
Steam patched me to 1.5.1, so maybe that affected it. Or maybe I just hallucinated the whole thing.

Maybe the enemy you inspected didn't learn the passive ? :p
