This is my first time being close to a version change, so I'm a little unclear on how the switch over happens.
If I make a character now, and 1.5 drops, will I be able to continue playing the toon in the new version?
Also, if I collect a bunch of items (I need to rebuild my inventory after losing a bunch to a bug), can I use the item vault to send it forward?

Yeah you can play older version characters still. I think the game gives you the option to change the version for each separate character.
Certain items can't be taken from the vault by newer characters, but in my experience it's not that many.

Related question - I didn't play for a LOOONG time, and now it seems like there are some items I can't take out of my vault because they're too old. Is there a way to empty one's vault entirely and start over fresh?

Log into your profile on te4.org and manually delete them there.
