[EoR] Make Overheat Saws disable on rest

Overheat Saws is a sustain with instant cast and no cooldown, so you can activate it during combat and disable it afterwards so it doesn't constantly drain steam. However, manually disabling after every fight is a little tedious. It would be nice if it automatically disabled on resting, since it can be set to auto-use when an enemy is adjacent.

I always use it so that I have more steam then is drained. It would be nice if this was an option, but I wouldn't want it on all the time.

This seems unnecessary imo. The starting tank more than makes up for the steam drain of overheat saws.
If it was something way more draining on a more difficult resource, like osmosis shield on vim, it'd make sense, but it honestly doesn't to me :?

Fair enough. It mainly becomes an issue once you're running multiple sustains. Sawbutcher has 3 sustains by level 8 for 3 steam/turn each, then Furnace later, so you're basically forced into rushing 2 steam generators unless you want to micromanage Overheat Saws.

It would make resting for full energy faster too which is nice.
