Increase chances of Telos item drops

Currently, due to dilution of the artifact pool, it's extremely uncommon to get the two random Telos items needed for the Secrets of Telos prodigy, even on high difficulties with more chances for artifacts to drop. To make these prodigies realistically possible to get without using the item vault, I suggest one of three changes be implemented.

1) Make the Top Half and Crystal fixed drops like the Bottom Half is. Something like Top Half in Tannen's Tower and Crystal from Sandworm Lair's Backup Guardian. This is my preferred solution.

2) Make them guaranteed in the randart merchant's or Angolwen staff (Top Half) and ring (Crystal) merchant's final restock if not already found, for like 1-2k gold each.

3) Increase the drop chances by ten times or so. A crude solution but it should work.

The biggest problem is that the crystal is a tier 5 artifact that can only drop in "the west".

There are only two zones where these artifacts can possibly drop: Charred Scar and Tannen's Tower.

As a consequence, you will almost never find any of these items:

- Plate armor of the King
- Lost staff of Archmage Tarelion
- Orc Feller
- Witch-Bane
- Thalorn-Tree Longbow
- Telos´s Staff Crystal
- Guidance

I hope this more general problem is fixed. For example, by allowing backup guardians to drop T5 items. The Telos Staff Crystal could additionally become a fixed drop.

Seems that backup guardians now drop T5 loot. Might help a bit.

I'd rather not see each part as a guaranteed drop, but Imd definitely appreciate having a chance at it. Even if it were 1 guaranteed, 2 at 50% or something like that.
