I was looking at Mex's Wildfire Archmage guide. What does this mean?

Maybe i'm missing the joke. But these two comments are in the section where you build your character talents. Do we just get no talents that level or is there an NPC that I need to find and insult through conversation options?

Shibari is a developer and high difficulty player that often engages in good-natured(?) rivalry and banter with Mex. So those are just jokes. As for their actual meaning, no idea.
