Where are notes on upcoming release changes stored?

Hi All,

Once upon a time there was a link to "github" maybe?

Basically, I hate waiting and am very impatient! I love to know the changes that are up and coming. For example, recently I have read that there are some changes coming in for Rogue to become more "Assassinny" I love all of the changes and seeing how they unfold, but I have long lost the ability to navigate to where the changes are occuring.

I was wondering if anything like this exists and if so how one would access it?
