Tinker teacher in main campaign?

I made a sawbutcher in the main campaign and early on I came across an escort mission with a tinker. After they got to the portal the bottom option on the rewards was to ask where their teacher was, the pointed "somewhere far to the north" on my map. I've been exploring but can't seem to find what they were talking about.

Is there a hidden tinker town on the map somewhere? I'd love to be able to buy implants and other steamtech stuff rather than trying to rely on randoms.
