Underwater Wet Effect

As of right now, being in an underwater zone doesn't actually apply the wet effect. I realize this may alter balance a bit, but that seems more than a bit weird, so if it isn't too unbalanced having the wet effect applied might be helpful.

you can also burn underwater, so there is that.

also, liches can go around and noone gives a f***.

hmm

ah, there is also that "block" can negate dot damage.

maybe a few more things.

sooooo "wizard did it" is the common excuse i believe.

On the one hand, Wet is not a tremendously powerful status effect. That said, if it was ever made stronger, or an addon changed it, this could have a major effect.

As it stands it would probably be okay, but it would be okay because of other things that, eventually, should be fixed.

Wet currently halves your stun resistance, I believe, which I would not chalk up as insignificant.
However, it's a magical effect that specifically states that the character is doused with the magical water. So yeah. Not applicable?

Being underwater would make you harder to freeze, as its a lot of thermal mass to chill.
