Let us assume I have the black robe, which has three proc on spell abilities.
I cast an damage over time spell like Inferno. Does the "cast on spell" ability trigger only on immediate casting or does it retry every turn that an enemy is being hit by the spell?
If an enemy walks into the spell, having previously not been hit by it, will there be a chance that said spell hits them as well?

i am pretty sure "inferno" is not a really good example for the exact question you are asking.
i am fairly certain that "damage every turn", is not exactly the same as "damage over time".
better example would be impending doom, acid infused alchemist bomb or virulent disease.
although, things like inferno, hurricane, or arcane vortex would still be nice to know.
better question would be: can an after effect damage of a spell trigger an "on spell" proc, or is that limited only to the initial connection.
checked the tome tips to be sure, inferno creates a temporary terrain effect, not a status effect.
...sometimes i ask myself what's wrong with me... i do realize i am unnecesary here, but then there is the "the difference might actually be relevant in some rare obscure situation" or something...

I think it just checks once, per each offensive spell cast, when it hits the target. But makes you wonder how it works with AOE or chain spells that do multiple hits.
I think with the artifact robe it can on a very lucky roll cast all 3 spells at once

Makes one check per target hit, with multi-target effects. Yes, that makes things like chain lightning or alchemist bombs delightful sources of proc chances and good ways to ruin whole swaths of a screen. Almost never works off DoT stuff beyond the initial hit, regardless of how the mechanics behind it works.
Don't quite recall how inferno in particular works, though. Probably gets a chance for everything it first hits, and no more. Only high-ish level archmage I've got that could potentially check is lightning spec'd, though, and I really don't feel like doing the dev thing at th'mo, so... not going to actually check. It's not difficult to do that, though. God mode'll get you the talent points and stats pretty quick, and then you can summon a bunch of ants or some junk.
