[1.4.5] steam regen bug

I noticed twice in my games that steam regen of my character drop a noticeable amount permanently for no reason, that I cannot maintain all the sustains anymore.
Once as sawbutcher, the other time maybe an adventurer.

And another bug about awesome toss, in description it says 3 turns, but somehow it only fires 2 turns. The first turn I toss my guns, they always do nothing.

I also lost all of my steam regen with my implants.
When I tried to replace the implant with another lessor implant and now my steam regen is negative. I'll post the bug report when I load my game character again
