I cannot get the music & ambient sounds to be low volume..

I see where the Music level is set in Audio Settings, and i set it to 1 but that is still very loud, so i set it to 0. But i cannot set the ambient noise levels at all, and they are very loud, louder than the sound effects it seems, is there an error in the sound level code maybe?
