Show talent details, scaling in tinker descriptions

Two linked suggestions about how tinker information is displayed:

First, knowing the name of the talent granted by a tinker isn't very helpful the first time you encounter that tinker (though most of the names are pretty descriptive, and it's pretty easy to guess what fireproof coating does after you get waterproof coating, etc.). If possible, it would be helpful to have talent description tooltips appear when hovering over the granted skill.

Second, it's not very clear whether and how different tinker effects scale. Is it better to increase the tier of a tinker, or just wait until your steam power is higher? Including static descriptive text (as in talents, "the damage will scale with your steam power", "the stun chance increases with talent level", etc.), and/or getting fancy and checking to see whether the player already has the talent in an equipped (owned?) tinker and having the usual level-up preview ("stun for 1[->2] turns") would both be really helpful.
