[Embers 1.0.0] Hang at Steam Quarry zone transition

While changing levels from Steam Quarry 1 to Hidden Vault it hung and the bar just kept bouncing back and forth. This was the error in the log:

Problem was repeated when trying again.

Earlier today I fixed Sheila's save due to valve1 not being where it should have been. Unsure if they might be related.
