bombardment, the skirmisher talent, currently consumed 25(affected by fatigue) stamina with each use, if you don't have enough stamina to fire 3 bullets it fires less bullets and uses less stamina as a result
so for example if you have three bullets and 0% fatigue bombardment will fire three bullets and consume 75 stamina, instead of 25 stamina

im not completely sure if this is a bug, but if it isn't then i think its really, really stupid

The description of the talent is very clear.
While activated, your basic Shot talent now fires 3 times, with each attack dealing %d%% Ranged damage, at a cost of 25 Stamina per attack
So for 3 shots, it is 3*25 stamina.
I do not see where is the problem.
Skirmisher have ways to regenerate stamina rapidly, and with the ability to shoot 3 times per turn, Bombardment is one of the most powerful offensive talent in the game.

yeah, use it twice, and you are out of stamina, and much lower on bullets, and each of them isn't even that powerful.

67%, per shot... that's something like 2.01x the normal attack, in the price of completely depleting your stamina and shots.
unless you have some powerful on hits, i can't say its worth it.

Not really. That is 2.0 times the base damage + 3 times the procs (including poison).
I have not played a skirmicher for some times, but I had a couple of winners among them one or two years ago, and I do not remember that the stamina cost was a problem in general.

Anyway, the behavior is coherent with the description, and I do not see why it would be a bug.

well, "per attack", may be interpreted as "per click", rather than "per projectile shot".
