Contigency and Temporal Reprieve

I'm playing a paradox mage and for some reason my contigency cannot be set to temporal reprieve. I'm not sure if this is working as intended or if an addon is screwing with it.

It was changed to not allow things with a fixed cooldown, although it seems the description wasn't changed along with that.
