i believe it can only be cast on white items, so the resulting "artefact" wont have other "special" properties than the ones the gem gives it.
if it works for staves, they should retain their "+damage%" they have natively.
i also believe that it scales with tier of the base weapon, and cannot be separated without having a specific addon.
some expert may give a better answer.

can only use it on typical melee weapons.
Tried it on a voratun dagger and it created one with arcane damage and a special effect. I don't think you can use it in amulet creation or in Tirakis Maul
