Never Stop Running + Highborn's Bloom

Simple question, does Never Stop Running cost mana when Highborn's Bloom is active? Also, if so, are there any other talents unaffected by Highborn's Bloom?

pretty sure HBB negates activation cost, but not passive costs.
so i would say no. but since i have never actually picked the NSR, i guess it is possible.

After testing it out I found that Higborn's Bloom does indeed not negate the cost of Never Stop Running
