Hello, i'm found Snap the Mega turtle in the Turtlemire, have all resists 113%.

Is it like that regular 100% resist all boss, where you have to kill spawned tentacles to damage and eventually kill it?

You need resist penetration to dent him, yes.
No, he is not like the vanilla 100% res boss. Hes just that tough.
By the point you're fighting him, your'e in a land where all foes have massive resists. How you'd manage to get that far without any penetration scares me.
